Circle lines segmented

When I am writing a circle or an "o", it is very segmented. If I write it slowly, it will look fine, but at normal speeds the lines are straight. Is there something wrong with the settings?

I do not believe it is a setting issue. I have had that happen when using the screen recorder because the computer is hitting the edge of its RAM. I think what is happening is that the computer does not have the capacity to track as fast as you are writing. Do you have other programs running at the same time?
