How do I lock annotations to the background so that they will not be erased when I clear annotations?
When i clear my chicken-scratch, it takes some of my annotations that I thought that I had locked down....

Here's what I did - and it worked for me ...
Create your annotations. Use the select tool to pick them up - either individually, groups or all together - obviously depending on what they are. When they are selected, right click with the pen barrel button, or right mouse button if working away from a board. Then >Edit >Layer >Lock on Background. I even tried using the Clear tool to Clear Background and they remained. Only when I used the Clear tool to Clear Page did they disappear.

You don't have to lock them. Basically an annotation is anything which is on the top layer and so if you change the property of your annotation - in other words make your annotation a middle layer or bottom layer object, when you "clear annotations" it can only clear anything which is top layer!
