Wonder what is the fastest way we can expand our picture edge to edge and lock it as a background?

In Image Properties you can set it as best fit to page.

Depending on the image, best fit to the page may not cover the page. I would use the marquee handles to size the page to the size you want. In the object browser you can then select the image and drag it down to background layer so it will stay put!

You can also double-click on the image to get a transparency slider, which allows you to make your background pics a bit transparent. This is a nice feature if you don't want a dark picture on your background.
