Spyglass

Does anyone out there know how to create a spyglass tool. I have seen it used in a flipchart, but cant figure out how to create it! I need a spyglass to reveal labelling on a picture, so when you hover the spyglass over the apparently blank label, it reveals the word. Please help!

I am forever grateful for someone like Tai taking the time to create this flipchart.
