Concentration help

problem is that it gets above 65 F in Scotland and my brain becomes addled!
I was making up the attached concentration game when half way through when I could no longer access"actions" .
Any ideas.

the ones that don't work have annotations as part of the group. If you remove the annotation then the group will allow you to assign an action.

Thanks. I thought using annotations would be quicker but forgot I couldn't assign actions.
