How do you resize the flipchart to best fit?

Double click on your background, your Page Edit box appears, click on Properties (white paper with red check mark), choose Appearance, Scroll down to Best Fit (2nd one).

Or click on the little 's' at the top right of the screen, and choose best fit from there.

or if you always want your flipcharts to display as best fit go into studio settings/flipchart & set default page scale to best fit

Can we do this in ACTIVprimary?

Fraid not.
If you change the page scale it will remember it for that session but next time Primary is opened it will revert back to width fit
