baileyj,
My experience is to build all my tests as flipcharts and then right click to set the Activote preferences.
I originally used test master, but found I could build tests faster by importing my existing tests using copy and paste. This way I could also design my own backgrounds and really personalize the look I wanted.

One additional info that may be of help to you.
If you have Quizdom...then you can import your examview tst files to xml file. And then with one click you can import that xml file to quizdom file and administer your test.
Promethean is a learning tool while Quizdom is primarily a superb testing tool.
