in V. 2.1.31, if I embed all the action items in a flipchart will they all translate if I export to HTML or SWF? I can't seem to find a MAC viewer for flipcharts that I can load onto my student machines and this may be an alternative, if it works.

No. Flipchart pages are exported to HTML and SWF as images. However a Flipchart viewer and ACTIVstudio SE are being developed for Mac

I have been experimenting with this and all links ARE maintained when converting to flipcharts to HTM.
I have created one that maintains all links, internal (different pages) external (websites) as well as to embedded video files. I didn't do anything special except make sure that I planned it out well so I didn't have to make any page deletions which would mess up the links.
