Is it still possible to use the camera tool to take a picture then use it as a background? I have images that I have in a folder on my desktop that I can use for backgrounds. I just can't make a camera shot save with a file extension that is recognized by the Set Background feature. What am I not doing? Or, is this not possible in Inspire?
In AS3 you could pull the picture in My Backgrounds then pull it out as a background.

You can take an image of anything you want and then set that on your page. You can then use the object browser to drag that image to the background layer. At this point, it will be below all other layers, as well as function as a "locked" object.
The only difference is that if you drag another background on, your new background will not displace the one you dragged to the background. It will add it beneath the one you created. So technically, there is a minor difference.
Another thing to do is go to the properties browser and select the page properties (by ensuring that nothing else is clicked).
Then on the "page" tab in the window, click the background button. This will give you a few options, such as taking a snapshot as your background.
